While we will make every effort to minimise delays, but journey times will vary depending on the phase of works. Therefore, a range of measures such as roadside journey-time signs, the traffic app and traffic website will assist commuters to plan their journey to minimise delays.
The design for the new junction will allow for freeflow for all roads through the junction and for predicted increased traffic volumes, so to answer the question, yes it is intended to ease traffic congestion.
There will be traffic management in place, but there will be diversions in place for any road closures. Road closures will primarily be at night for specific works.

There will be a free recovery vehicle should you break down.
Removal of the traffic lights on the interchange north of the tunnel will remove a major bottleneck currently impacting traffic on the N40.
